SPECIAL COUNCIL TRANSPORTATION COMMITTEE MEETING  
This meeting was conducted with a virtual component. All members of the Committee and all  
speakers participated in person unless otherwise noted.

Approve Meeting Minutes

Approve the Council Transportation Committee meeting minutes of May 15, 2023.  
4.2 California State Transportation Agency-Transit and Intercity Rail Capital  
Grant  
Forward a recommendation to the City Council to allocate the $20 million Transit and Intercity Rail Capital  
Program grant funding award from the California State Transportation Agency to the construction phase of  
the Rengstorff Avenue Grade Separation Project.

NEW BUSINESS  
California Street Complete Street Improvements, Pilot, Project 21-40  
5.1  
Associate Civil Engineer Nguyen, Consultant McGowan, and Consultant Cosentino provided a presentation  
on the California Street Complete Street Improvements, Pilot, Project 21-40.  
Associate Civil Engineer Nguyen, Consultant Cosentino, Principal Civil Engineer Gonzales, and Public  
Works Director Cameron responded to Committee questions about term definitions, how the pilot status will  
transition to fixed status, road widths, vertical elements, plans for delivery vehicle parking, cost estimates,  
mid-block crossings, Safe Routes to School, and the Vision Zero Action Plan.

No formal motion was required. Committee members had positive feedback and provided the following  
comments: inform the public of the pilot project’s design, purpose, and status; expand community outreach;  
ensure visibility at driveways and cross streets; look at adding planters at Escuela; and link evaluation  
metrics with Safe Routes to School and Vision Zero goals. The Committee would like future maps to show  
VTA bus stops and Mountain View Community Shuttle stops, and for the pilot project to incorporate  
improvements for all modes of transportation. Committee members expressed support for the idea of “Adopt  
a Planter Box” in which members of the public can fund the ongoing maintenance of planter boxes.  
Grant Road and Sleeper Avenue Intersection Improvements, Project 21-39

Associate Civil Engineer Robertson provided a presentation on the Grant Road and Sleeper Avenue  
Intersection Improvements, Project 21-39.  
Associate Civil Engineer Robertson, Principal Civil Engineer Gonzales, Senior Traffic Engineer Galang, and  
Public Works Director Cameron responded to Committee questions about vehicle code enforcement, green  
light times, flexible posts, and bicycle ramps.

improvements as a pilot; evaluate the broader area for impacts on traffic patterns; and increase public  
notification regarding the project’s design, timeline, and evaluation.

6.1 Staff Comments  
- Castro Street (Transit Center) Grade Separation Update  
- 2024 Meeting Schedule  
Public Works Director Cameron provided a verbal update on the Castro Street Grade Separation project. She  
also proposed a tentative Council Transportation Committee meeting schedule for 2024. Meetings may be  
scheduled in February, May, September, and November of 2024, with the dates to be confirmed at a later  
time.
