Chair Yin called the meeting of the Environmental Planning Commission to order at 7:00 p.m.

Chair Yin opened the floor at 7:01 p.m. to public testimony, asking if anyone from the public wished to speak  
on this item.

PUBLIC HEARING

Firearms Regulation Ordinance Zoning Text Amendment  
Assistant City Attorney Fazely gave an oral staff presentation and answered questions from the commission.  
Chair Yin opened the floor at 7:12 p.m. for public testimony, asking if anyone from the public wished to  
speak on this item.  
No one wished to speak on the item.  
Public testimony concluded at 7:12 p.m.  
MOTION - M/S - Clark/Cranston - That the Environmental Planning Commission recommend that the City  
Council:  
Adopt an Ordinance of the City of Mountain VIew Amending Chapter 36 (Zoning) of the Mountain View City  
Code to add Firearms and Ammunition Retailing as a Prohibited Home Occupation Use (Exhibit 1 to the  
EPC Staff Report).  
The motion passed by the following vote:

Principal Planner Pancholi gave an oral staff presentation and answered questions from the commission.  
Chair Yin opened the floor at 7:27 p.m. for public testimony, asking if anyone from the public wished to  
speak on this item.

MOTION - M/S - Clark/Heymeyer - That the Environmental Planning Commission submit the FY 2023-24  
Work Plan to the City Council for approval.

COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE  
REPORTS  
Commissioner Guiterrez made a clarifying announcement that earlier in the meeting his mic was not working  
properly and to state for the record that he voted NO on item 5.1.  
Principal Planner Pancholi made the following announcements;

Gave an update on the Parks and Recreation departments strategic plan announcing four community  
meetings that will be held in person and virtually on 08/21/2023 and 08/22/2023 and invited all commission  
members to attend.

Announced that the Annual Celebration of Service will be held on September 19, 2023 at the  
Community Center.

Gave an update on the Transit Center Master Plan stating there is a dedicated webpage with updated  
information regarding the progress of the master plan.

Announced that the September 6, 2023 EPC meeting is canceled.  
Pancholi then answered clarifying questions from commission members Cranston and Guiterrez.  
Commissioner Heymeyer announced that the application process is closed for the open vacancy for  
the Environmental Planning Commission.

Chair Yin adjourned the meeting at 7:30 p.m.
