Minutes for the March 6, 2025, regular meeting have been delivered to the  
Commissioners and a copy has been posted to the City Hall bulletin board. If there are  
no corrections or additions, a motion is in order to approve these minutes.

Recommendation:  
The Multicultural Festival Committee will present an oral update. No action will be

6. NEW BUSINESS  
6.1  
Recommendation:  
1. Provide feedback on and recommend Council adoption of the draft Fiscal Year  
2025-30 Consolidated Plan and Fiscal Year 2025-26 Annual Action Plan for the Human  
Relations Commission and the public to provide input and recommend adoption to  
the City Council.  
2. Recommend and forward to the City Council federal funding allocations for  
approximately:  
a. $233,000 in Community Development Block Grant funding for public service  
applicants as shown in Table 4 below. If the actual Community Development Block  
Grant allocation amount received by the City for Fiscal Year 2025-26 is different from  
the estimated amount, recommend to Council that the increase or decrease be  
allocated using the “Capped Proportion” method among applicants based on their  
awarded funding levels and up to the amount requested.  
b. $3,554,231 in direct allocation projects for the Fiscal Year 2025-26 Annual Action  
Plan for Community Development Block Grant and HOME Investment Partnerships  
Program Funds as described in this report.  
c. $143,700 for program administration costs.  
3. Recommend and forward to the City Council General Fund allocations of $171,000  
for Fiscal Year 2025-26 for public service applicants as shown in Table 5.

Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.  
Anyone wishing to address the Commission on an item not on the agenda may do so during the Oral Communications portion of the agenda. For any  
agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking  
time to no less than 1.5 minutes per speaker unless there is an objection from the Commission by majority vote.  
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who  
utilizes a translator.
