speakers participated in person unless otherwise noted.

At 6:00 p.m., Chair Hicks called the meeting to order.

NEW BUSINESS  
5.1 Amend and Add New Sections to Article X (Transportation Demand  
Management) of Chapter 19 (Motor Vehicles and Traffic) of the Mountain  
View Municipal Code to Establish a Citywide TDM Program  
Transportation Planner Pacho and Assistant Public Works Director Boyer provided a presentation on the  
Amendment of New Sections to Article X (Transportation Demand Management) of Chapter 19 (Motor  
Vehicles and Traffic) of the Mountain View Municipal Code to Establish a Citywide TDM Program.  
Assistant Public Works Director Boyer, Transportation Planner Pacho, and Principal Planner Pancholi  
responded to Committee questions.  
The following members of the public spoke:

(Virtual) Roni Hattrup, on behalf of the Mountain View Transportation Management Association.  
The Committee asked for the Citywide Transportation Demand Management (TDM) Ordinance to interface  
with the Active Transportation Plan.  
M/S Kamei/McAlister – To recommend the City Council adopt an Ordinance of the City Council of the City of  
Mountain View Amending and Adding to Chapter 19 (Motor Vehicles and Traffic) of Article X (Transportation  
Demand Management) of the City code to establish a citywide TDM Program and Finding the Amendments  
to Be Exempt from the California Environmental Quality Act (CEQA) Pursuant to CEQA Guidelines Section  
15308, as reviewed by the Environmental Planning Commission, to be read in title only, further reading waved  
(Attachment 1 to the CTC Staff report).  
The motion carried by the following roll call vote:

At 7:02 p.m., Chair Hicks recessed the meeting. The meeting reconvened at 7:08 p.m. with all Committee members present.  
Middlefield Road Complete Streets, Project 22-01

Associate Civil Engineer Nguyen provided a presentation on the Middlefield Road Complete Streets, Project  
22-01.  
Principal Civil Engineer Gonzales and Assistant Public Works Director Arango responded to Committee  
questions.
