TELECONFERENCE NOTICE: Committee member Pat Showalter will participate in the meeting by teleconference  
pursuant to Government Code §54953(b) from 63 Bowsprit Close, Sea Ranch, CA 95497. The teleconference location  
will be accessible to the public and the agenda for the meeting will be posted at that location pursuant to  
Government Code Section 54953(b)(3). Members of the public have the opportunity to address the legislative body at  
this location.

3. APPROVE MINUTES

Recommendation:  
Approve the Council Policy and Procedures Committee meeting minutes of September  
30, 2025 without modification.

4. ORAL COMMUNICATIONS FROM THE PUBLIC  
This portion of the meeting is reserved for persons wishing to address the Committee on any matter not  
on the agenda. Speakers are limited to three minutes. State law prohibits the Committee from acting on  
non-agenda items.  
5. DISCUSSION/ACTION ITEMS  
5.1  
Recommendation:  
Should the Committee determine that additional engagement measures are needed,  
staff will incorporate them into the final recommendation for City Council adoption.  
Staff recommends the Committee approve the new Council Policy A-13b - Community  
Engagement in Public Meetings to ensure the City remains in compliance with the  
Brown Act while continuing to provide reliable and transparent public meeting access.

Recommendation:  
To implement this Council Priority, staff focused on three distinct components of the  
goal to: (1) provide a review of all Council Policies, (2) provide information about the  
latest updates to legislative/contract templates, and (3) provide other documents.  
Staff recommends no further action for components two and three, and provided an  
analysis framework for component one to make the necessary updates to Council  
policies, based on staff recommendations and capacity.  
Staff recommends that the Committee receive this update and support the analysis  
framework to complete this Council Priority over time.

Receive an update from staff on the CPPC topics anticipated for 2026.
