on the pedestrian walkway.
Daniel shared his concerns about cyclists like himself who bike at Moffett every day for work. He said this
should be considered part of the Moffett project. Additionally, he mentioned the traffic this project is causing
for shuttles.
Lucas shared his excitement about seeing the outcome of Pedestrian and Bicycle Circulation Across
Railroad Tracks but expressed concern that the Evelyn Avenue Improvements at Castro Street will increase
traffic and be unsafe for everyone.
Committee comment:
Stone supports the Evelyn Avenue improvements and landscaping at Castro Street but opposes the removal
path across the railroad tracks. They raised cyclist safety concerns on Moffett Ave, urged review of bus
movements with VTA, and suggested adding designated ride-share stops, especially where parking is
removed on Evelyn.
Barton proposed a walk audit incorporating community and BPAC input, noted the transit-oriented
development bill takes effect in January 2026, supported small improvements on Moffett Ave ahead of the
project, and confirmed construction is expected to start in 2027.
Bonte opposed removing the railroad crossing path, questioned the lack of a signalized crosswalk on Evelyn
Ave, and suggested adding one aligned with the pedestrian mall. They also raised concerns about crowd
safety and recommended adding safety features to the new Central Plaza.

Acting Transportation Manager Priyoti Ahmed recapped transportation outreach events, including the
October 25, 2025, Monster Bash bike ride (42 riders, 35 repairs, 290 rodeo participants), the October 6 El
Camino Real ride, the November 3 Ameswell Bridge ribbon cutting, and the November 16 SVBC California
Ave ride with 40 riders.
Assistant Public Works Director Allison Boyer shared that staff would provide more California Legislative
updates as they become effective.
Acting Transportation Manager Priyoti Ahmed highlighted three 2025 California laws: AB 413 (Daylighting
Law), banning parking within 20 feet of crosswalks effective January 2025, SB 79 (Abundant and Affordable
Homes near Transit Act), expanding multifamily zoning near high-transit areas effective July 2025, and AB
3177, reducing traffic mitigation requirements near major transit, effective September 22, 2024.
Public Comment:
April inquired about how many parking spaces AB 413 will eliminate in future projects compared to initial
plans and urged discussion on how the new legislation will be implemented and what it will look like in the
City.
