Chair Yin called the meeting of the Environmental Planning Commission to order at 7:00 p.m.

Chair Yin opened the floor at 7:01 p.m. to public testimony, asking if anyone from the public wished to speak  
on this item.  
No members of the public wished to speak.  
Public testimony concluded at 7:01 p.m.

Retreat and Development Review Process Overview  
Senior Planner Penollar, Assistant Community Development Director Hagan, Advanced Planning Manager  
Anderson, Community Development Director Shrivastava, and CEQA consultant, John Schwartz of JHS  
Consulting gave an oral presentation and answered questions from the commission.  
Chair Yin opened the floor at 7:49 p.m. to public testimony, asking if anyone from the public wished to speak  
on this item.

• Bruce England, Mountain View Coalition for Sustainable Planning, and GreenSpacesMV  
Public testimony concluded at 7:56 p.m.  
The Commission went into deliberation with Assistant Community Development Director Hagan, Community  
Development Director Shrivastava and Advanced Planning Manager Anderson answering questions from the  
Commission.

COMMISSION/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE  
REPORTS  
Advanced Planning Manager Anderson announced the following;  
There are no EPC meetings until August, 2023.  
Informed commission of upcoming agenda items following the summer break; Development Projects, Historic  
Preservation Ordinance and R3 Zoning Updates.  
Wished all a great summer break.  
Assistant Community Development Director Hagan gave an update on the Castro Ped Mall Project, noting  
that City Council adopted the project.
