Provide recommendations to the City Council on potential zoning code amendments and other incentives for affordable housing south of the El Camino Real Precise Plan, to implement Housing Element Programs 1.4, Religious and Community Assembly Sites for Housing, and 2.6, Affirmatively Furthering Fair Housing.
